The Office of Children and Family Services provides support for people and organizations interested in starting child day care programs in their communities. As a general rule, any child day care program planning to serve three or more children for more than three hours a day on a regular basis must obtain a license or registration. Before becoming licensed or registered, the applicant must show that the proposed child day care program meets requirements established to promote the health and safety of children in care.
We report striking evidence that children’s outcomes have worsened since the program was introduced. We also find suggestive evidence that families we study became more stressed with the introduction of the program. This is manifested in increased aggressiveness and anxiety for the children; more hostile, less consistent parenting for the adults; and worse adult mental health and relationship satisfaction.
The settlement agreement resolves complaints that KinderCare was discriminating against three children with insulin dependent diabetes, on the basis of disability, by failing to make certain reasonable modifications for those children. Under the agreement, KinderCare is obligated to take critical steps toward improving access for children with Type 1 diabetes, including revising its policies and procedures, revising its training, and performing initial and ongoing assessments of the need for reasonable accommodations. KinderCare must evaluate each request on an individualized basis, relying on objective evidence and current medical standards.
Compliance Review and Enforcement. The United States may review KinderCare’s compliance with this Agreement or title III of the ADA at any time. If the United States believes that this Agreement or any portion of it has been violated, it will raise its concerns with KinderCare and the parties will attempt to resolve the concerns in good faith. If the parties are unable to reach a satisfactory resolution of the issue(s) raised within thirty (30) days of the date that the United States provides notice to KinderCare, the United States may institute a civil action against KinderCare in the appropriate United States District Court to enforce this Agreement or title III of the ADA. https://www.youtube.com/embed/eeCahRCgOfI
